Action Module バージョンをPOST

現在のドラフトバージョンから、Actions Module の新しい不変バージョンを作成します。これにより、ドラフトは actions から参照可能な新しいバージョンとして公開され、継続的な開発のために既存のドラフトはそのまま維持されます。
